SOUTH CANMORE PAVEMENT MANAGEMENT PROGRAM

Following extensive consultation in 2009, a multi-year program to rehabilitate the aging and deteriorated streets of South Canmore will be initiated in 2010. The aim of the program is to resurface 5.5 km of streets in the community by 2015 in addition to other projects throughout the Town. The rehabilitated streets will maintain as much of the existing look and feel of the community as possible.
Background
In 2006 the Town engaged in public consultations seeking feedback from older residential areas in all of Canmore on how their streets should be rehabilitated. For 2009 consultations focused on finding solutions specific to residents of South Canmore. Two Open House meetings and two On Street meetings were held, giving residents of South Canmore opportunity to provide insight and feedback for the planned rehabilitation. Residents were also able to formally provide input through two surveys/questionnaires.

Project Goals & Solutions
Consistent with the feedback and direction from the community, Engineering presented the following recommendations to Council, in November of 2009, as guidelines for moving forward with the rehabilitation of South Canmore roads:
1. Paved driving lanes will be rehabilitated to a width of: • 5.0 meters in lower density areas, and • 6.0 meters in higher density areas. 2. Areas resulting from road narrowing will be filled in with gravel or ground asphalt. 3. Parking lanes will be redressed with gravel or ground asphalt. 4. Significant ponding will be addressed by rehabilitating existing Dry Wells (Catch Basins) or installing new Dry Wells. Minor ponding will be tolerated. 5. Existing Dry Wells will be rehabilitated or replaced on curbed roadways such as 3RD, 5TH, 6TH, and 7TH Avenues, where there is significant ponding. 6. Existing sidewalks will be repaired. Missing panels of sidewalk will be in-filled. The Town will not install, or propose Local improvements for construction of, new sidewalks where not pre-existing. 7. Existing paved parking lanes will be maintained and rehabilitated. 8. Further consultation will be undertaken with residents of the: • 500 block of 5TH Street • 600 block of 5TH Street • 700 and 800 blocks of Veteran’s Way 9. Staging of street rehabilitation will be coordinated appropriately based on review of underground utilities by EPCOR. 10. Existing trees and landscaping will be preserved.
The Town has identified the following blocks for rehabilitation in 2010. 1. 800 Block of 6TH Street 5. 700 Block of 4TH Street 2. 800 Block of 5TH Street 6. 700 Block of 3RD Street 3. 800 Block of 4TH Street 7. 7TH Avenue from 2ND to 3RD Street 4. 800 Block of 3RD Street

These roads were identified for rehabilitation in 2010, not based on their condition in relation to other roads, but because further investigation of underground utilities and public consultations for streetscapes needs to be undertaken on most of the remaining roads in South Canmore. The Low Pressure Sewer System, multiple Water Mains and Pedestrian Accommodation are some of the issues yet to be considered before rehabilitating some of the areas other roadways.

The underground utilities on the roadways selected for rehabilitation in 2010 are in reasonable condition to warrant investing in resurfacing without fear that complete reconstruction of the underground utilities will be required before an appropriate life cycle has been realized with the new works.
Typically 80mm of asphalt will be removed and replaced on each block providing a smooth uniform driving surface. Some repairs will also be done to shallow base materials below the asphalt where required. Due to the shallow depth of underground utilities on these blocks, deep base repairs can not be performed without replacing the utilities which is not required at this time. For this reason it is still expected that there will continue to be some frost heaving between seasons on the newly surfaced roadways.
Existing Dry Wells will be rehabilitated and new Dry Wells will be added in some locations to reduce major ponding. The gravel parking lanes will be bladed smooth and re-dressed with fresh gravel to reduce ponding and promote flow of storm water to the Dry Wells. Some ponding can be expected to remain as general road grades will remain unchanged in accordance with the desires of the community.
