Capital Projects and Construction Updates

In order to ensure a safe, efficient and sustainable transportation, water distribution, wastewater collection, and stormwater network, Engineering Services manages the construction of capital projects. 
Typical capital projects include:

  • upgrading existing infrastructure to provide additional capacity to support future growth and redevelopment
  • rehabilitating and replacing existing assets to maintain an acceptable level of service
  • enhancing or providing a new service, funded wholly or in part by the benefiting area as a “Local Improvement”

Capital projects often take several years to complete.  Project phases include conceptual design, budget approval, community engagement, detailed design, and construction and finally post construction warranty periods.  Engineering Services is constructing a number of projects in 2012 as shown on the map below.  Click on the project name to learn more.

1 - Cougar Creek Culvert Apron Repairs at Elk Run Boulevard

Heavy runoff and erosion in Cougar Creek has started to damage the large culvert under the road at Elk Run Boulevard. This fall the Town plans to protect the culvert from further damage by installing a strong concrete armor.

2 – CP Railway Fencing Behind Recreation Centre
The Town working with CP Rail to reduce the trespass of the rail line in non-designated areas, under the 2010 Council Adopted CP Rail Trespass Strategic Plan.  The projects will be combined under one contract and will commence summer 2012 with a projected completion in early fall 2012
3 – CP Railway Fencing from Railway Avenue to Spring Creek Gate
The Town working with CP Rail to reduce the trespass of the rail line in non-designated areas, under the 2010 Council Adopted CP Rail Trespass Strategic Plan.  The projects will be combined under one contract and will commence summer 2012 with a projected completion in early fall 2012.
4 - Mountain Avenue trial conversion from two-way to one-way
In advance of roadway rehabilitation in 2014 this capital project will determine whether or not a one-way traffic configuration will allow for improved parking convenience and safer pedestrian accommodation. This trial project will involve temporary signage, barriers, and pavement markings to convert Mountain Avenue to a one-way road between Ray McBride Street and the Akai Motel. The trial is expected to be implemented in late fall.
5 – 5th Street Rehabilitation and Enhancement
An enhancement to construct a new sidewalk on the north side of 5th Street along Centennial Park is proposed in conjunction with the rehabilitation of the street in 2012 to improve the connectivity to Centennial Park and Lawrence Grassi Middle School.  This includes constructing curb extensions (bulbs) at one intersection to calm traffic and shorten pedestrian crossing distance.  The bus drop off loop, which is mostly in the public road right-of-way, will also be paved to reduce dust.
6 - Larch Area Repaving
The Larch community, from Fairholme Drive to 600 Larch will be repaved this summer. Also as part of the project wheel chair ramps will be constructed at all pedestrian crossings and various drainage issues in the community will be addressed.
7 - Palliser / BVT Stormwater Management Drainage Construction
This project mimics the natural hydrologic cycle as closely as possible by treating contaminants, slowing down the release of peak flows and re-distributing overland flow back into the ground as quickly as possible.  Minimal hard surfaces are created and the works are slated for areas that have already been cleared of trees.  This project uses very little raw materials and encourages natural treatment and disposal of stormwater runoff.  Portions of the project are slated to use materials that are made with recycled content.
8 - Lifecycle Replacement of Centennial Park Playgrounds
Two existing composite play structures will be replaced under the "Playground Life-Cycling Plan" schedule.  The project includes incorporates rubberized recycled tire product "Pour in Place" play surfacing.  The project is scheduled to commence early fall 2012 after all the special events have concluded with a projected completion later in the fall 2012.
9 - Rundle Crescent Rehabilitation
This summer the deteriorating road, sidewalks, and storm drains on Rundle Crescent will be reconstructed.
10 - Legacy Trail Design - Banff Park Gates to Visitor Information Centre
Funding has been obtained to begin design work only for this 3.5km section of paved pathway. Once complete, residents and visitors will be able to safely travel between Banff and Canmore along this popular trail. Construction work, to be completed in a future year once funding is available, includes clearing and grubbing, fencing along the CP Railway tracks, retaining structure in some areas, several culverts, 1000m of high tension cable barrier along a portion of the Trans Canada Hwy, and adjustments to roadway signage.
11 - Centennial Park Water Service Upgrades
This upgrade will make it possible to meet ever-more stringent food-handling guidelines set by Alberta Health thus ensuring Centennial Park remains a viable and safe venue for festivals and events into the future.  This project will provide festivals and events based at Centennial Park with reliable and easy-to-access potable water.  The water service will be in place before the festival season begins in 2012.
12 - Trail Improvement: Hospital / Teepee Town Commuter Pathway
This project involves construction of a 430 meters long, 1.5 meters wide stretch of gravel trail running from Sydney Street to Hospital Place.  Residents of Teepee Town and area will then have an alternative route to and from the community for recreational and commuter purposes.  The trail will also provide access to the Canmore Hospital.
13 - Stoneworks Creek Drainage Works
The Town is installing a diversion and conveyance route to capture the drainage from Stoneworks Creek.   Historically, larger flows from this creek have caused flooding problems in the Palliser and hospital areas, as well as property damage.    The diversion, once in place, will keep the drainage on the west side of the natural drainage divide and route it West.  The project is slated to start in fall of 2012 with the majority of the work completed before the snow flies.
14 - Signalized Pedestrian Corridor
As part of the ongoing Pedestrian & Cyclist Facility Rehabilitation & Enhancement program, the Town has identified the need for a signalized pedestrian crossing on Railway Avenue to accommodate pedestrian traffic for the new Multiplex facility. Work is scheduled to be complete in September 2012.
15 - Montane Loop Trail Construction
Montane Loop is a new trail to improve recreational trial access to residents and visitors in the densely-built Montane area.  The trail will provide improved access to Bow Valley Trail off leash dog park and commuting options for users of the new TCH underpass pathway.  The project commenced in the fall of 2011 and will be complete by the summer of 2012.
16 - Bow Valley Trail North End Pedestrian Improvements
Three sections of pathway from the Petro Canada Access to the Wapiti Campground, across the frontage of the Rundle Mountain Campground to Chateau Canmore, and from Rundle Mountain Lodge to the Westridge Country Inn access will be constructed.  Work is expected to take place in the spring.
